The Honourable Cecily Y. Strickland received a Diploma in Naval Architecture Technology from the Marine Institute of Memorial University of Newfoundland in 1983, as well as a Bachelor of Laws (LL.B.) in 1989 and a Master of Laws (LL.M.) in 1990, both from Dalhousie Law School. She was admitted to the Bar of Newfoundland and Labrador in 1991.

Madam Justice Strickland practiced law in the St. John's, Newfoundland office of Stewart McKelvey from 1991 until her appointment to the Federal Court on December 13, 2012. Her main areas of practice were marine and admiralty, offshore oil and gas, environmental, insurance and administrative law, and litigation.

Prior to her appointment Madam Justice Strickland was a member, and was a past provincial chair and national chair of the Maritime Law Section, of the Canadian Bar Association (1996 to 2002). She was also Vice President (East Coast) and a Director of the Canadian Maritime Law Association. She had also been a member of the Federal Court Statutory Rules Committee since 2001.

Madam Justice Strickland is also an ex officio member of the Federal Court of Appeal and a Judge of the Court Martial Appeal Court of Canada.
