Born in Toronto, Ontario. Educated at Queen’s University (BA 1968 and LLB 1971) and at l'Université d'Aix-en-Provence in France (Doctorat 1985). Admitted to the bar of Ontario in 1974. Certified as a Specialist in Civil Litigation. Justice Annis was Senior Counsel of the Civil Litigation Section at the Department of Justice, 1974 to 1981; Founding Director of the Centre for Legal Translation and Documentation at the University of Ottawa, 1981-1985; Partner at Honeywell, Wotherspoon from 1985 to 1986; Partner at Scott & Aylen and Borden Ladner Gervais from 1987 to 2001; Partner at Vincent Dagenais Gibson from 2001 to 2005; Sole practitioner & mediator/arbitrator (2006-2010); Chairperson of the Canadian Artists and Producers Professional Relations Tribunal from 2007 to 2010; Part-time lecturer at the University of Ottawa and instructor for the Ontario Bar Admission Courses, 1977-2002.. Past President of l’Association des juristes d’expression française de l’Ontario; Past Trustee of the Carleton County Law Association; Authour: Le bilinguisme judicaire en Ontario: Théorie et Réalité (1985), Work Stoppages in the Federal Private Sector: Innovative Solutions, Department of Labour (2009) and various legal articles. Appointed Judge to the Ontario Superior Court of Justice in 2010. Appointed Judge of the Federal Court on February 8, 2013.
